Hong Kong and Shanghai Bank, London, May 31, 1911. I ENCLOSE the statements handed to us by the Chinese Government when the Currency Loan Agreement was signed, showing that of the 10,000,0001. the sum of approximately 2,000,0001 is to be reserved for Manchurian expenditure and 7,500,000% approximately for currency reform.
You will observe that in the statement of currency reform expenditure there is included a sum of 20,000,000 dollars to be devoted to currency in Manchuria, which also appears as a book entry in the statement of Manchurian expenditure.
I regret that in writing you last night I overlooked the fact that these statements were already in my possession.

Should the above enterprises or the amounts decided upon be found inappropriate, the matter of changing
the same may be taken into consideration at the time, but the principle of the promotion of industries shall be adhered to.
